Second arrest made in investigation of Wayne County man’s fatal overdose.  Wayne County sheriff’s deputies have made a second attest stemming from the overdose death of a local resident. On Thursday, Solomon Eli Williams, 35, of Richmond, was arrested on a count of dealing in a controlled substance resulting in death, a Level 1 felony carrying up to 40 years in prison. The Wayne County Sheriff’s Office reports a crash occurred around 4 p.m. on South U.S. Highway 27 and State Route 22 on Jan. 11.
