Alfred Ruf, 69, was jailed with that bond Wednsday after appearing at an initial hearing in Circuit Court. Ruf is charged with Level 2 felony conspiracy to commit murder. During the initial hearing, Circuit Court Judge April Drake reduced Ruf’s bond from $75,000 to $50,000 after reviewing his pretrial release assessment filed by the state. RICHMOND, Ind. — A Richmond man arrested outside a drug house hours before it was raided by law enforcement pleaded guilty to two drug-dealing charges. James H. Abney, 51, pleaded guilty to Level 3 felony dealing methamphetamine and Level 4 felony dealing heroin in accordance with a plea agreement he reached with the Wayne County Prosecutor’s Office. Troy Hampton III, 51, was arrested Jan. 13 after Richmond Police Department officers were dispatched to his Grand Boulevard residence after the woman called 911. The dispatcher could hear her repeatedly saying “Troy stop,” according to the affidavit of probable cause.
