Alfred Ruf, 69, was jailed with that bond Wednsday after appearing at an initial hearing in Circuit Court. Ruf is charged with Level 2 felony conspiracy to commit murder. RICHMOND, Ind. — A Richmond man arrested outside a drug house hours before it was raided by law enforcement pleaded guilty to two drug-dealing charges. James H. Abney, 51, pleaded guilty to Level 3 felony dealing methamphetamine and Level 4 felony dealing heroin in accordance with a plea agreement he reached with the Wayne County Prosecutor’s Office. Troy Hampton III, 51, was arrested Jan. 13 after Richmond Police Department officers were dispatched to his Grand Boulevard residence after the woman called 911.
